Frank P. Justice was born and educated in West Virginia. He received his business administration and finance degrees from West Virginia State College and Marshall University. He entered the field of commerce, working first for one of the nation's largest financial reporting organizations and then the U.S. Department of Commerce as a domestic trade specialist.
In 1970, Justice joined Ashland Oil, Inc. and served as vice president of public relations. In 1985, he became corporate vice president with responsibility for corporate relations.
Beginning in 1970, he also served as president of Equal Opportunity Finance, Inc., a small business investment owned by Ashland Oil. His extensive involvement in commercial activities in several states resulted in leadership of chambers of commerce in West Virginia and Kentucky.
In 1992, Jones was elected chairman of the West Virginia Chamber of Commerce. He also was influential in civic and educational activities, working with the Tri-State Boys and Girls Club Area Council, the Kentucky Center of the Arts, the West Virginia State College Foundation, Inc., and Marshall University Research Center. His many accomplishments meant recognition for his outstanding contributions to the business communities in Huntington and the states of West Virginia and Kentucky.
