Janet Ensign Bromley was born and raised in Huntington, the daughter of a prominent family, Mr. and Mrs. Darwin Ensign. She attended Monroe Elementary School, West Junior High School and graduated from Albert Gallatin Jenkins Laboratory School of Marshall College. She holds a Bachelor of Music Education degree from Oberlin Conservatory of Music in Oberlin, Ohio.

She married N. Paul Bromley in 1949 and they have four children. Janet's passion is music. She has been playing the violin since the age of seven and at fourteen played violin in the original Huntington Symphony Orchestra. Because of her love and dedication to children and music, Janet created and coordinated the program "Education for Future Orchestra Related Tradition" or better known as EFFORT. This 30-year program has been presented by the Huntington Symphony Orchestra as a major development tool to reach future audiences and has taken music with all of its variations to the students of Cabell and Wayne Counties. Janet said, "I want every child in Cabell County to hear an instrument performed for them in their presence." She continued, "Music provides enjoyment that is a release of the spirit and will basically make you feel better."

She is a 50-year member of the Woman's Club of Huntington and a member of the Committee for the Young People's Concert presented by the Woman's Club and Marshall University. She has received awards from the Cabell County Board of Education and the Huntington Museum of Art, as well as the Distinguished Arts Achievement Award from Marshall University College of Fine Arts.
